Park County Review and Permitting

The proposed Wild Horse Reservoir Project is currently in the planning and pre-permitting phase. The Wild Horse Reservoir Project would require Park County review and permitting processes. More information will be provided as it becomes available.

1041 Regulations

The 1041 permit process, established under Colorado’s Areas and Activities of State Interest Act, gives local governments authority to regulate large-scale projects affecting state interests, such as major infrastructure (i.e., water, wastewater, highways) or critical natural and historical resources. The process includes application and local review, public input, and conditions to mitigate impacts on land use, water, and infrastructure for projects approved at the state level. This ensures development aligns with local priorities while addressing statewide concerns.
